Problema paypal

Deci,sa incepem cu inceputul...Vreau sa cumpar credite de pe paypal ,mi-am facut cont , am urcat cardul dar cand selectez optiunea de pe competitii.ro ( ex 375 credite cu 3 euro ) Imi spune :

When you confirm your card, your Sending, Receiving and Withdrawal limits will be lifted.

The charge will be refunded to your PayPal account after you confirm your card.
